Huw Slater

Huw Slater has been based in China since 2011, working on carbon pricing, energy policy and low-carbon development. He is currently Lead Climate Specialist at ICF, where he is working on the EU-China ETS Platform and the UK Prosperity Fund China Energy and Low Carbon Economy Programme.

Since 2015, Mr Slater has been a co-author of the China Carbon Pricing Survey reports, the most in-depth and extensive summary of stakeholder views on China’s carbon market development. He has also published on China's emission reduction targets, coal power overcapacity, power rationing and carbon market development.

Mr Slater was previously Research Manager at China Carbon Forum, a Beijing-based non-profit, worked as a Climate Policy Consultant at Chinese NGO Institute for Environment and Development, and with an Australian National University (ANU) research team, reporting on Climate Change and Fiscal Policy as part of the APEC Finance Ministers’ Policy Initiatives of 2008.

Mr Slater has a Master of Asia Pacific Studies and a Master of Climate Change from ANU.
